Virtually all cameras sold today have a close up (or macro) so that you will shoot a dime. The real question is how delivered a constant shooter you are, because in Macro mode, the slightest movement can throw something out of focus. To answer your question directly, the cheapest (trust me) would be the Kodak EasyShare C613. It has a macro mode that allows you to get as close as 13 cm, and runs (currently) around $ 79. Remember, you must be very still, brace yourself, or use a tripod to ensure a smooth and sharp, focused exposure closely.
